Cannot use ADB after reconnecting USB cable

Description

When I boot the device with USB plugged ADB works fine. Then I disconnect USB and when I connect it again 'adb devices' shows empty list. I try to restart ADB via Settings->Applications->Development->USB Debugging and when I uncheck it, device hangs so I have to hold power button to turn it off.
Cannot attach any logs of course.
